Bank of England appoints two new members to Enforcement Decision Making Committee

The Bank of England has announced the appointment of Carlos Conceicao and Alexander Justham as members of its Enforcement Decision Making Committee (EDMC). Their appointments took effect in September 2026, following an external recruitment process.

The EDMC serves as the Bank's decision-making body for contested enforcement cases. These cases relate to statutory regimes including prudential regulation, financial market infrastructures, and resolution.

David Roberts, Chair of the Court of the Bank of England, stated that Carlos Conceicao brings significant experience from a legal and regulatory background, while Alexander Justham offers practitioner experience and perspective. Conceicao is a qualified solicitor and barrister, previously a partner at Clifford Chance LLP. Justham has over 35 years of experience in financial services, including roles as CEO of the London Stock Exchange and Director of Markets at the Financial Services Authority.

When a firm or individual contests a case brought by the Bank, the EDMC Chair convenes a panel of three or more members to consider evidence and make a decision. EDMC members are appointed for a five-year term and can serve a maximum of two terms.
