Despite being relatively untested in Brussels, Mr Burnham has received a warm welcome from European counterparts, including European Commission President Ursula von der Leyen, who has expressed a desire to strengthen ties for shared security and prosperity. The EU's desire for stronger cooperation is likely to be met with enthusiasm by the British government, which has already seen tangible benefits in areas such as defence and security.
However, analysts caution that Mr Burnham will need to address the same post-Brexit challenges that have confronted his predecessors. Georg Riekeles, an associate director at the European Policy Centre and former adviser on the Commission's Brexit taskforce, notes that while Mr Burnham starts with a 'blank sheet of paper', Brussels is keen to see whether his government will maintain its positive trajectory in areas such as defence, security cooperation, energy, and economic issues.
The upcoming EU-UK summit promises to deliver three key agreements: a deal to reduce paperwork and certification requirements for fresh food exports, intended to ease trade barriers for British exporters; linking emissions trading systems; and establishing a youth exchange scheme that would enable 18 to 30-year-olds to work, study, travel, and volunteer across the EU and UK.
As he navigates these complex negotiations, Mr Burnham will be backed by his new Europe Minister, Hamish Falconer, who brings extensive international experience from his decade in the Foreign and Commonwealth Office. The return of Johnny Reynolds as Business Secretary is also expected to play a key role in talks concerning European trade protection from China, as well as critical negotiations to avoid a forthcoming 10% tariff on British car exports to the EU.
While Mr Burnham's commitment to strengthening ties with Brussels may raise eyebrows among some pro-Brexit voters, his approach is seen by many as politically astute. By prioritising cooperation on security and defence while avoiding a re-litigation of Brexit arguments, Mr Burnham aims to reassure pro-Europeans while also signalling that reversing Brexit is not currently on the agenda.
