Prime Minister Andy Burnham has asserted that national security "can't come at the expense of social security", during Prime Minister's Questions on 9 September 2026. He was challenged by Conservative leader Kemi Badenoch regarding defence funding and a target of 3% of GDP by 2030.
Mr Burnham stated the government's commitment to defence was "absolute" and confirmed a target date to reach 3% of GDP would be set in the spring spending review. He reiterated the government's plan to meet the Nato target of 3.5% of GDP on defence by 2035.
The Prime Minister rejected a Conservative proposal to partly fund increased defence spending by saving at least £4bn through housing benefit reforms. He argued that such cuts could lead to unprecedented levels of homelessness. Mr Burnham indicated he would fund defence and reduce the welfare bill by changing education, supporting young people, and providing more mental health support.
