Prime Minister Andy Burnham has announced that proposed social care reforms would be funded by new taxes following a General Election. He stated his intention to create a new system where “everyone contributes”.
Burnham confirmed that his proposed new service would be free at the point of use and funded by taxpayers. He added that the current Labour manifesto did not allow him to implement these reforms.
A plan for a national care service is expected to be presented at the next election, which may not take place until 2029. Baroness Louise Casey is currently reviewing national care and is anticipated to publish recommendations next year, which could include proposals for tax rises.
Burnham dismissed suggestions that reforms would cost £18bn more a year, stating the costs were “not that high”. He is expected to discuss social care further at Labour’s conference in Liverpool over the next three days.
