A council-run care home in Portsmouth has upgraded its security after the unexplained death of a resident. Sandra Moon, 65, fell down stairs at Russets Care Home on 26 July 2025 and died six days later in hospital.
Hampshire coroner Sarah Whitby stated in a Prevention of Future Deaths report that it was doubtful Ms Moon, who was strapped into a wheelchair, could have entered the stairwell on her own. The coroner also noted that Ms Moon had never previously entered the stairwell during her 11 years at the home.
Portsmouth City Council confirmed it has secured the stairwell and that the death remains unexplained. Hampshire Police did not carry out a criminal investigation. The council has implemented enhanced access controls, stairwell door alarms, strengthened risk assessment processes, and additional governance oversight at Russets Care Home.
