Chelsea Football Club has been fined £10m and handed a suspended two-window transfer ban by an independent appeal board after admitting to breaches of Football Association agent rules. The FA announced the decision today, Friday 31 July 2026.
The club was charged last September with 74 alleged breaches concerning the use of unauthorised agents or unregistered intermediaries and the submission of false documentation, primarily during the 2010/11 to 2015/16 seasons under former owner Roman Abramovich. The appeal board's written reasons indicate Chelsea "plainly disregarded" the rules, making undisclosed payments to agents or third-parties during player signings, including Willian and Samuel Eto'o.
Chelsea's new owners self-reported the potential rule-breaking instances in 2022 after becoming aware of them during due diligence. The club admitted all 74 breaches. An initial independent regulatory commission imposed a six-point deduction, suspended until 2027, and a £10m fine. Chelsea successfully appealed the points deduction, which was then replaced by the suspended two-window transfer ban.
The club welcomed the FA's verdict, confirming that this decision "brings all regulatory proceedings against the club to a close." This follows separate settlements with the Premier League for £10.75m and UEFA for £8.6m over similar historical financial and agent-related breaches, bringing the total fines across three investigations to £29.35m.
