The Competition and Markets Authority (CMA) has kicked off a major investigation into England's early years childcare sector, seeking to expose the truth behind a market plagued by concerns over accessibility, affordability, and fairness. Launched on 1 July 2026, the study aims to scrutinise every aspect of how this vital industry operates, from supply and pricing to government policies and regulations.
The CMA will examine the complex relationships between childcare providers, parents, and the state, analysing data and evidence from multiple sources to build a comprehensive picture. Key areas of focus include accessibility for disadvantaged groups, competition levels among providers, and the impact of rising costs on families and businesses.
As part of its initial phase, the CMA is inviting written submissions from all interested parties – including parents, childcare professionals, and service providers – to share their perspectives and experiences. This call for views will help shape the study's direction and scope, with written representations due by 26 July 2026.
Stakeholders can also engage with the CMA through two online webinars scheduled for 15 and 16 July. These sessions will provide an opportunity to understand the market study's objectives, processes, and potential outcomes, as well as how to participate effectively throughout the investigation.

The CMA may recommend policy changes, introduce new regulations, or take enforcement action if it identifies anti-competitive practices or market failures that harm consumers or businesses.
