Construction has officially commenced on new infrastructure at Marne Barracks in Catterick, marking a significant step in preparing the site for the relocation of 21 Engineer Regiment. A ground-breaking ceremony was recently held to signal the start of the project, which forms part of the Army's broader Defence Estate Optimisation (DEO) Portfolio.
The comprehensive development is designed to accommodate the regiment's move from Claro Barracks in Ripon, scheduled for completion by the end of 2027. The Defence Infrastructure Organisation (DIO) has contracted Morgan Sindall for the works, which encompass a range of new and upgraded facilities. These include 205 new and refurbished bedspaces for Junior Ranks and Officers, a new workshop for the Light Aid Detachment responsible for equipment maintenance, and updated garaging, sports, and storage areas. Additionally, five existing buildings will undergo refurbishment.
Belinda Lunn, DEO Army Programme Director, highlighted the importance of this milestone, stating that the investment in modern infrastructure supports military capability and improves the Defence estate. Warren Webster, DIO’s Head of Major Programmes and Projects – Army, also noted that this is one of the first major projects under the Defence Estate Optimisation Strategic Alliance to move into the construction phase.
Beyond the military implications, the relocation will pave the way for a significant housing development in Ripon. Once vacated, the Ripon Barracks site – comprising Claro Barracks, Deverell Barracks, and Laver Banks – is set to be redeveloped into approximately 1,300 new homes. This plan, announced by Homes England and the Ministry of Defence in 2025, will see initial work begin at the vacant Deverell Barracks site, with the remaining areas developed after the 21 Engineer Regiment's departure.
Morgan Sindall, as the contracted firm, is also committed to a social value programme throughout the construction period. This initiative aims to create pathways into construction careers, including four work starters, 20 apprenticeship and T-Level placements, 40 work placement days, and ongoing engagement with local schools, contributing to local employment and skills development.
