Defence Secretary Dan Jarvis MBE MP has underscored the imperative of a robust Defence Investment Plan, highlighting the UK's armed forces' global deployments and the increasingly perilous international landscape. Speaking at the RUSI Land Warfare Conference, Mr Jarvis, who took up his ministerial post just under two weeks ago, asserted that his primary responsibility is to ensure service personnel are equipped to meet contemporary threats.
Mr Jarvis reflected on his recent appointment, stating that he accepted the role without hesitation and felt a sense of 'coming home' to the Ministry of Defence after 15 years away. He acknowledged that while tactics, technology, and threats have evolved significantly since his own time in uniform, the professionalism and courage of servicemen and women remain constant. He cited a recent operation to Tristan da Cunha, where UK personnel provided urgent medical assistance, as an example of their exceptional skill.
The Defence Secretary outlined his immediate priority: to finalise and publish the Defence Investment Plan (DIP). He noted that the department has been working on the extensive plan for 12 months, and despite his short tenure, he is working to complete it before accompanying the Prime Minister on an upcoming visit to Ankara. This swift action, he indicated, is crucial regardless of any impending change in Prime Minister.
Mr Jarvis also detailed the significant challenges inherited by the current administration, including numerous major defence programmes running behind schedule, delays in upgrades to the UK's nuclear deterrent, and an army at its smallest size in centuries. He cautioned that there is no 'overnight remedy' or single funding settlement that can resolve these deep-seated issues, implying a long-term strategic approach is required.
The speech emphasised the importance of people as the UK's most vital defence asset, stating that 'no doctrine, no technology, no plan... can succeed without the determination of the men and women' of the armed forces. He stressed his commitment to providing them with the necessary resources to carry out their duties effectively in the years ahead.
