A former headteacher has been stripped of her teaching licence for at least two years after being found guilty of "dishonest" behaviour, including changing term dates to accommodate a cruise holiday. Joy Ballard, who rose to fame through the Channel 4 documentary 'Educating Cardiff', was banned by a Teaching Regulation Agency (TRA) panel over allegations she misused school resources and funds.
The TRA panel uncovered evidence that Ballard had been using a Peugeot 5008, purchased with school money in 2022 to reduce taxi costs, for her own personal travel. This included commuting to work and a family trip to France in 2024, which she admitted to during the hearing. The misuse of school resources also extended to failing to follow proper procedures for managing cash, leading to irregularities in banking.
Further allegations made against Ballard included using school funds for non-essential items such as camping equipment, a karaoke machine, and televisions. These purchases were deemed to have provided little or no benefit to the school. The TRA panel concluded that her actions demonstrated a "lack of integrity" and that she had behaved dishonestly.
Despite being praised as an "inspirational leader" throughout her career, including her time at Willows High School in Cardiff, the TRA's decision highlighted that her past achievements were outweighed by the seriousness of her misconduct. In her own defence, Ballard stated that she would not change her behaviour, saying: "I am not a rule follower, I like going against the grain to benefit the kids."
The ban prevents Ballard from teaching in schools, sixth-form colleges, youth accommodation, and children's homes in England for at least two years. She will be eligible to apply for a review of the prohibition after that period.
