Great British Railways (GBR) has published its rolling stock and infrastructure strategy, which was released on 28 September 2026. The strategy establishes a long-term framework for how GBR will plan and deliver trains and the infrastructure that supports them.
The new approach aims to integrate decisions about passenger trains, infrastructure, depots, and maintenance under a single directing body. This is intended to enable long-term planning and deliver improved outcomes for passengers, taxpayers, and the rail supply chain.
The strategy outlines a move towards more consistent fleet specifications, with future train procurements structured around a smaller number of nationally defined 'fleet families'. It also prioritises accelerating progress towards more accessible trains, including clearer expectations for level boarding, accessible toilets, consistent passenger information, and reliable Wi-Fi. Spaces for wheelchairs, prams, buggies, luggage, and family-friendly areas will be integral to new train designs.
GBR will also assess direct ownership of new fleets, leasing, and other financing arrangements on a case-by-case basis, moving away from a single default model for financing rolling stock. The strategy will be supported by an internal fleet and infrastructure plan (FIP) to coordinate activity and share information with the market.
