HM Treasury Updates Guidance on Managing Public Money

HM Treasury has updated its guidance on 'Managing Public Money', incorporating new interpretations and templates for public bodies.

  • New guidance on 'Novel, Contentious and Repercussive' has been added to Chapter 2 and Annex 2.2.
  • A template for Arms Length Bodies and an updated Template Delegated Authority Letter for departments are now available, commencing August 2026.
  • Expenditure categories subject to specific controls have been added to the Delegated Authority Guidance.

HM Treasury has released updates to its 'Managing Public Money' guidance, which outlines how public funds should be handled. The revisions include new guidance on the interpretation of 'Novel, Contentious and Repercussive' in Chapter 2 and Annex 2.2.

New templates have been introduced for Arms Length Bodies and an updated Template Delegated Authority Letter for departments. Both templates are for use commencing August 2026.

Additionally, the Delegated Authority Guidance now includes expenditure categories that are subject to specific controls. A correction has also been made to a heading in Table A1.1.B.
