The US Homeland Security Agency (HSA) plans to spend up to $20m to equip its agents with gloves capable of delivering electric shocks. An Associated Press report on August 11 stated that these devices, known as 'Glove' (Generated Low Output Voltage Emitter), are designed to deliver painful electric shocks to individuals deemed uncooperative.
Compliant Technologies, the manufacturer, will supply the 'conductive distraction and de-escalation devices' through a no-bid contract. Amnesty International has reported that portable electric shock devices, similar to the Glove, can be and have been used for torture.
The Guardian also reported an investigation finding that at least 10 immigrant detainees have been subjected to force-feeding and involuntary medical procedures. These detainees were reportedly on hunger strikes to protest conditions of incarceration, including inedible food and denial of medical treatment. The HSA anticipates hunger strike management will cost $169,000 in fiscal 2026.
