The Department for Work and Pensions (DWP) has confirmed the appointment of Joanne Segars OBE as the new Chair of the Pension Protection Fund (PPF). Ms Segars is set to take up the prominent role from 1 July 2026, bringing a wealth of experience to an organisation vital for the security of millions of UK pension holders.
The PPF operates as a statutory fund, established under the Pensions Act 2004, designed to protect members of eligible defined benefit (DB) pension schemes when their sponsoring employer becomes insolvent and the scheme does not have sufficient assets to cover its liabilities. It plays a critical role in providing compensation to members, ensuring they continue to receive a level of pension even in the event of company failure.
Ms Segars' appointment is significant given her extensive background in the pensions industry. She has held various influential positions throughout her career, including serving as Chief Executive of the Pensions and Lifetime Savings Association (PLSA), formerly the National Association of Pension Funds (NAPF), for over a decade. Her previous roles have often involved advocating for the interests of pension schemes and their members, as well as engaging with policymakers on critical pensions issues.
The DWP's decision to appoint Ms Segars underscores a commitment to strong leadership for the PPF as it navigates the evolving landscape of UK pensions. The role of Chair involves overseeing the strategic direction of the organisation, ensuring its financial health, and maintaining its effectiveness in protecting pension scheme members. The PPF currently protects approximately 9.9 million members across more than 5,000 defined benefit pension schemes.
