The fragile security landscape of the Middle East has been a pressing concern for Western nations, including the UK, for years. Amidst this backdrop, General Rodolphe Haykal, Commander of the Lebanese Armed Forces (LAF), has concluded a two-day official visit to the United Kingdom, marking his first such trip. The visit, which took place from 24th to 26th June, aimed to reinforce collaboration between the two nations on critical shared priorities, including fostering regional stability, enhancing border security, and strengthening institutional resilience within Lebanon.
During his time in the UK, General Haykal engaged in a series of high-level meetings with key British counterparts. These included discussions with the Chief of the Defence Staff, Sir Richard Knighton, at the Ministry of Defence. He also met with Hamish Falconer, the Minister for the Middle East, and Jonathan Powell, the UK National Security Adviser. A significant part of his visit also involved a tour of the Royal Military Academy Sandhurst, a prestigious institution for officer training.
The central theme of these discussions was the United Kingdom's ongoing support for the Lebanese Armed Forces, which the UK views as the sole legitimate defender of Lebanon. Talks also focused on the progress towards achieving a durable ceasefire in the region and the UK's willingness to support the LAF in deploying troops to the south of Lebanon.
The UK has a long-standing commitment to supporting Lebanon's internal and border security. Since 2009, the government has allocated more than £180 million to this cause. This substantial aid includes £69 million directed towards Lebanon's Internal Security Forces and over £120 million specifically for the Lebanese Armed Forces. This funding has been crucial for various initiatives, including training programmes, the provision of essential equipment, and broader capacity-building efforts.
This visit underscores the UK's strategic interest in a stable and secure Lebanon, particularly given the volatile wider Middle East region. A strong and capable Lebanese Armed Forces is seen as vital for maintaining order and preventing further escalation of conflicts that could have wider international repercussions. The continued dialogue and financial assistance highlight the UK's role as a significant international partner for Lebanon.
