The Ministry of Housing, Communities and Local Government (MHCLG) issued letters to council chief executives across 13 areas between 20 and 22 July 2026. These communications provide details regarding the secondary legislation intended to implement selected local government reorganisation proposals.
The affected areas include Derbyshire and Derby, Devon, Plymouth and Torbay, East Sussex and Brighton and Hove, Gloucestershire, Hertfordshire, Kent and Medway, Lancashire, Blackpool and Blackburn with Darwen, Leicestershire, Leicester and Rutland, Lincolnshire, North Lincolnshire and Northeast Lincolnshire, Oxfordshire, Staffordshire and Stoke-on-Trent, Warwickshire, and Worcestershire.
An update was made to the implementation letter for Devon, Plymouth and Torbay to correct an error concerning the number of parishes under the new Torbay unitary authority. This correction does not alter the reorganisation decision made for that area.
