Megan Lee-Devlin Appointed Chief Executive of HM Courts and Tribunals Service

Megan Lee-Devlin has been appointed as the new Chief Executive of HM Courts and Tribunals Service (HMCTS), effective today, 21 August 2026.

  • Megan Lee-Devlin previously served as Director General for Justice Services and Transformation at the Ministry of Justice.
  • She succeeds Nick Goodwin, who moves to become Director General for Policy at the Ministry of Justice.
  • HMCTS is responsible for the administration of criminal, civil, and family courts in England and Wales, and unified tribunals across the UK.

Megan Lee-Devlin has been appointed as the new Chief Executive of HM Courts and Tribunals Service (HMCTS), with her appointment effective from today, 21 August 2026. She joins HMCTS from her previous role as Director General for Justice Services and Transformation at the Ministry of Justice.

In her prior position, Ms Lee-Devlin was responsible for driving the digital transformation of services across the justice system, including in prisons, probation, and victim services. She also oversaw the operational delivery of legal aid, lasting powers of attorney, and victim compensation.

Sarah Sackman KC MP, Minister of State for Courts and Legal Services, stated that Ms Lee-Devlin brings the necessary vision and experience to deliver excellent services for the public and continue the modernisation of courts and tribunals. Ms Lee-Devlin expressed her privilege in leading HMCTS and her anticipation of working with the judiciary, ministers, and civil servants.

Ms Lee-Devlin succeeds Nick Goodwin, who will now serve as Director General for Policy at the Ministry of Justice. Before her time at the Ministry of Justice, she was Director General of the Central Digital and Data Office in the Cabinet Office.
