The parents of Laura, a 41-year-old woman who resided at Muckamore Abbey Hospital for more than 17 years, have voiced their profound concerns as a public inquiry into the abuse of adults at the facility prepares to release its final report. Marjorie and Mark Sharp describe their daughter's visible anxiety when Muckamore is mentioned, alongside unexplained bruising observed during her time there, leading them to believe she was subjected to abuse.
Muckamore Abbey Hospital, located in County Antrim, opened in 1949 and served as a key regional centre for individuals with severe learning and mental health disabilities. It is currently in the process of a planned closure and is at the heart of what is understood to be one of the largest criminal adult safeguarding cases ever seen in the UK. The public inquiry, chaired by Tom Kark QC, who was also involved in the Stafford Hospital inquiry, commenced in June 2022, gathering oral evidence from 181 witnesses and over 300 statements.
The Sharps recall reporting bruising on Laura's body to the police in 2008, but their investigation reportedly stalled. A separate police investigation, initiated in 2017 following emerging allegations of ill-treatment, has scrutinised thousands of hours of CCTV footage from the hospital. While cameras were not present in Laura's specific wards, her parents contend that her behaviour and physical marks strongly indicate abuse. They also highlight that Laura, now 40, was only diagnosed with autism last year, after decades in the hospital where they believe her condition went unaddressed, leading to over-medication and a focus on behavioural management rather than holistic care.
The Police Service of Northern Ireland (PSNI) has reported 124 individuals to the Public Prosecution Service (PPS) in connection with the Muckamore case. The PPS has subsequently directed prosecution for 58 of these individuals, who are at various stages of the court process. To date, three people have been prosecuted, two cautioned, and one case dismissed. Additionally, an internal investigation by the Belfast Health Trust screened 192 staff members, resulting in 19 dismissals, with 64 referrals to the Nursing and Midwifery Council and 24 to the Northern Ireland Social Care Council, while 52 cases remain outstanding.
