The UK's cosmetics industry has been put under the spotlight after new data revealed a staggering 861,686 notifications had been submitted through the Submit a Cosmetic Products Notification (SCPN) system by May this year. This significant volume of safety checks is a testament to the robust measures in place to protect consumers and demonstrates the ongoing work of the Office for Product Safety and Standards (OPSS).
As of 28 May 2026, the SCPN has processed notifications from 24,112 registered 'Responsible Persons' – entities legally responsible for ensuring product safety. The system was introduced in December 2020 to replace the EU's Cosmetics Products Notification Portal (CPNP) for products sold in Great Britain, with Northern Ireland continuing to use the CPNP.
The data release coincides with a crucial inquiry by the Science, Innovation and Technology Select Committee into the safety and regulation of beauty and cosmetic products. The committee is examining current regulations and enforcement measures to safeguard consumers from potential harms associated with both cosmetic products and non-surgical procedures, including specific concerns over hair relaxers.
OPSS Deputy Chief Executive Sarah Smith and Department for Business and Trade Minister for Employment Rights and Consumer Safety Kate Dearden MP provided evidence to the Select Committee on 3 June 2026. The OPSS has a track record of taking action when products notified on the SCPN were found to contain banned chemicals, compelling businesses to rectify information or withdraw non-compliant products.
