New Packaging Recyclability Rules Published for 2027 by PackUK

PackUK has released its updated Recyclability Assessment Methodology (RAM 2027), which will guide how producers evaluate packaging recyclability from 2027. This framework is crucial for determining fees under the Extended Producer Responsibility (pEPR) scheme.

  • PackUK has published RAM 2027, the updated framework for assessing packaging recyclability.
  • This methodology applies to household packaging placed on the market in 2027 under the pEPR scheme.
  • RAM 2027 aims to provide clearer, more consistent assessments and encourage sustainable packaging design.

The UK's packaging industry is on the cusp of a major overhaul, with the publication of new recyclability rules by industry body PackUK. From 2027, producers will be judged on the quality of their packaging under the revised Recyclability Assessment Methodology (RAM), which categorises products as red, amber or green based on their recyclability and environmental impact.

The updated methodology, RAM 2027, builds upon its predecessor, version 1.1, released in April 2025, incorporating feedback from industry stakeholders including producers, trade associations and technical experts. Key changes aim to enhance clarity, consistency and accessibility for producers, simplifying the application process and reducing ambiguity.

The updated methodology is designed to foster improved recyclability and encourage more sustainable packaging designs, with assessments aligned more closely to actual recycling system performance. This move is expected to deliver better environmental outcomes for producers, the wider industry and local authorities, in line with the government's targets for a circular economy by 2050.

Producers are advised to familiarise themselves with RAM 2027 ahead of the new reporting year, although version 1.1 remains applicable for current periods until 31 December 2026. Submission deadlines remain unchanged, with H1 submissions due by 1 October 2026 and H2 submissions due by 1 April 2027.

The methodology will be updated annually, reflecting an ongoing commitment to adapting to industry changes and fostering continuous improvement. The newly appointed Producer Responsibility Organisation, UK Packaging PRO, is expected to play a key role in the future development of RAM and providing guidance to producers.

Why this matters: This update is crucial for UK businesses that use packaging, as it directly impacts their operational costs and their ability to meet environmental targets under new government regulations. It signifies a tangible step towards making packaging more sustainable across the country.

What this means for you: What this means for you: While this directly impacts businesses, it indirectly affects consumers by promoting more recyclable packaging for everyday products, potentially leading to clearer recycling instructions and a reduction in non-recyclable waste in your bins.
