The National Infrastructure and Service Transformation Authority (NISTA) has announced the appointment of five new members to its Expert Advisory Council (EAC). These individuals will support NISTA's efforts in implementing the government's transformation programme for the UK's economic and social infrastructure and housing.
The new appointees are Professor Jim Hall FREng FRS, Fiona Driscoll, Simon Wright OBE, James Wardlaw, and Philippa Powell. They join Julia Prescot CBE, who was appointed as the Council's Chair in February 2026. The Council's role is to offer independent expert advice and constructive challenge to NISTA across areas such as strategic planning, project delivery, private finance, and public service transformation.
Chief Secretary to the Treasury Emma Reynolds stated that the new members bring a wide range of experience, from delivering major infrastructure to shaping long-term strategy. NISTA Chief Executive Officer Becky Wood described the establishment of the new Council as an important milestone, noting that their independent advice will help strengthen the quality of NISTA's work.
The Expert Advisory Council is advisory in nature and does not hold decision-making or spending powers. Responsibility for decisions and delivery remains with ministers, departments, and NISTA leadership. The appointments commenced on 1st July 2026 and are set for a five-year term.
