No Anti-Subsidy Duties on US HVO Biodiesel Imports After TRA Decision

The Trade Remedies Authority (TRA) has decided against applying anti-subsidy duties on hydrotreated vegetable oil (HVO) biodiesel imported from the USA.

  • The TRA found that HVO imports from the USA were subsidised and harmed the UK industry.
  • The TRA recommended a fixed duty of between £258.10 and £266.68 per tonne on these imports.
  • The TRA concluded that applying anti-subsidy duties would not be in the UK's economic interests.

The Trade Remedies Authority (TRA) has today, 10 September 2026, published its final determination regarding its subsidy investigation into imports of hydrotreated vegetable oil (HVO) biodiesel from the USA.

The TRA found that HVO imported from the USA was subsidised and caused injury to the UK industry. Despite this finding, the TRA determined that applying a countervailing amount, which it had recommended to be between £258.10 and £266.68 per tonne, would not be in the UK's economic interests.

As a result of this assessment, no anti-subsidy duties will be applied to imports of HVO from the USA. The investigation into these imports was launched on 17 March 2025.
