Ofsted has issued a Welfare Requirements Notice (WRN) to Bright Horizons, one of the UK's largest nursery providers, following a comprehensive risk assessment and inspections at 172 of its 247 settings. The formal notice requires the group to address safeguarding breaches and welfare failures by August 2026.
The regulatory body's investigation uncovered breaches in 69 nurseries, with findings published in individual reports. Ofsted took this step due to serious concerns about oversight and organisational arrangements within Bright Horizons. An outcome summary has been published for every nursery setting, outlining specific actions and deadlines for completion.
HM Chief Inspector Sir Martyn Oliver stressed the importance of immediate action from Bright Horizons, reassuring parents that the majority of nurseries still meet required standards. "The outcome summary we've published today sets out clearly what the Bright Horizons group must do, and by when," he said. Parents are advised to check their nursery's latest inspection report or update on the Ofsted website for reliable information.
Ofsted will closely monitor Bright Horizons' response to ensure all stipulated actions are completed within the given timeframe. This development comes as the Department for Education announced additional funding to support Ofsted's work in early years, including more no-notice inspections to bolster oversight and accountability.
Sir Martyn reiterated that today's action is about driving improvements at a management level within Bright Horizons, rather than indicating widespread concerns across all nurseries. Parents are urged to stay informed by checking the latest inspection reports or updates on the Ofsted website.
