The killers of PC Andrew Harper will not be part of the early release scheme, following a decision by the Prime Minister that anyone convicted of unlawful killing will be exempt. This change also applies to those convicted of indecent assault and death by dangerous driving.
Andy Burnham indicated that these adjustments to the scheme, which was designed to alleviate prison overcrowding, will result in "hundreds" of individuals remaining in prison. The Prime Minister told the BBC that the proposal would ensure these offenders stay incarcerated.
The Prime Minister ordered a review of the scheme, which is being conducted by Justice Secretary Alex Norris. The findings are expected to be published in September when Parliament reconvenes after its summer recess.
This decision follows criticism of the scheme after it emerged that Albert Bowers and Jessie Cole, convicted of manslaughter in 2020 for their role in PC Harper's death, could have been released halfway through their 13-year sentences.
