A police officer in Pennsylvania has been charged with voluntary manslaughter in connection with the fatal shooting of a college student last week. Cpl Sean Farrell of Upper Pottsgrove police turned himself in on Tuesday.
The charge follows an investigation into the death of 22-year-old Glenwood Earl Pysher IV. According to Kevin Steele, the Montgomery county district attorney, the investigation found that Cpl Farrell had less-than-lethal options available but did not use them. Mr Steele stated that Pysher was unarmed, had his hands in the air, and was not a threat at the time of the shooting.
Police body-camera video reviewed by investigators showed Cpl Farrell yelling commands before firing two shots, hitting Pysher twice in the chest. Pysher was approximately 17 to 20 feet from the officer when he was shot.
Bail for Cpl Farrell was set at $75,000 by Magisterial district judge Cathleen Rebar. A preliminary hearing is scheduled for 10 September.
