Former Cuban President Raúl Castro and five other individuals have been charged by US prosecutors with multiple offences, including conspiracy to kill US nationals, murder, and destruction of aircraft. These charges stem from a controversial incident in 1996 when two civilian planes, operated by the Cuban-American exile group Brothers to the Rescue, were shot down by Cuban MiG fighter jets over international waters. The incident resulted in the deaths of four individuals aboard the aircraft, three of whom were US citizens.
The indictment, filed in a US federal court, alleges that Mr Castro, who at the time served as Cuba's Minister of the Revolutionary Armed Forces, played a direct role in ordering the attack. The Brothers to the Rescue organisation was known for flying humanitarian missions, often searching for Cuban rafters in the Florida Straits and dropping leaflets over Cuba. Cuba, however, maintained that the planes had repeatedly violated its airspace and were engaged in provocative activities.
This development marks a significant escalation in the legal efforts to hold Cuban officials accountable for the 1996 event. Previous attempts to prosecute individuals involved have been made, but this is the first time such high-ranking Cuban leadership has been directly indicted by the US government.
