The number of Right to Manage (RTM) companies formed reached a record high in 2025 as more leaseholders took control of their building management. New research from Placekeeper Management indicates that 986 RTM companies were formed last year, marking a 79% increase over six years.
This trend has continued into 2026, with 578 RTM companies formed during the first half of the year. This puts activity on course to exceed the record set in 2025.
The research highlights a growing disparity between RTM activity and the broader housing market. While housing completions fell by approximately 20% between 2019 and 2025, and management company formations also dropped, RTM formations have continued to rise.
Trevor Adey, director at Placekeeper Management, stated that the data suggests "resident-led management is becoming a more significant feature of the UK’s existing housing stock." He added that this could reflect greater awareness of leaseholder rights, increased scrutiny of service charges, or wider changes in residential governance.
