Rough Sleeping Figures Rise in London Despite Burnham's Pledge

New figures show an increase in rough sleeping in London over the past five and ten years, despite Prime Minister Andy Burnham's commitment to end it.

  • 3,959 people were sleeping rough in London between April and June 2026, according to CHAIN figures.
  • This represents a 53% increase compared to five years ago and a 47% increase over the past decade.
  • Prime Minister Andy Burnham has announced a £442 million package to offer every rough sleeper in England accommodation this winter.

New figures from the Combined Homelessness and Information Network (CHAIN) reveal that 3,959 people were sleeping rough in London from April to June this year. This marks a 53% increase compared to five years ago and a 47% rise over the past decade, despite Prime Minister Andy Burnham's pledge to end rough sleeping.

While the latest figures show a 10% decrease compared to the same quarter last year, the long-term trend indicates a significant increase. The data also shows 680 people were considered to be "living on the streets," a 72% increase on five years ago and 75% on ten years ago.

In response, Mr Burnham has unveiled plans to offer every rough sleeper in England accommodation this winter. This initiative is part of a £442 million government package designed to provide emergency accommodation and practical support for housing, health, and other needs. Mr Burnham stated his first instruction as Prime Minister was to end rough sleeping, aiming to "get everyone in for Christmas."

Crisis chief executive Matt Downie described rough sleeping as a "moral stain on our society." He welcomed the commitment from Prime Minister Burnham to address the issue, suggesting that concerted political action is needed to tackle the housing crisis nationally.

Why this matters: The increase in rough sleeping figures highlights an ongoing challenge despite political commitments, with new government plans aiming to provide accommodation this winter.
