Russia's relentless aerial assault on Ukraine has catapulted Europe into uncharted territory, with the UK cautioning that the Organisation for Security and Co-operation in Europe (OSCE) that these actions pose an existential threat to regional security. Colonel Joby Rimmer, the UK's Senior Military Adviser, issued a stark warning that Russia's missile and drone attacks imperil civilian lives, breach the sovereign airspace of its neighbours, and heighten the risk of catastrophic miscalculation.
The warning comes on the heels of an unprecedented spike in aerial assaults. In mid-July, Russia launched 41 missiles and 125 drones against Ukraine, marking one of the largest ballistic missile attacks on Kyiv since the full-scale invasion began. While Ukrainian air defences intercepted a significant number of these munitions, 18 missiles and 108 drones managed to strike residential buildings, a supermarket, a dormitory, and other civilian infrastructure, resulting in at least 20 civilian deaths across the country.
Colonel Rimmer highlighted that the risks extend far beyond Ukraine's borders. He cited an incident on 29 May when a Russian drone, during an attack on Ukraine, entered Romanian airspace and struck a ten-storey apartment building in Galați, a NATO member state, injuring two civilians and necessitating the evacuation of approximately 70 residents. Similarly, Moldova has experienced multiple incursions, including a Shahed-type drone exploding near the village of Copanca on 13 July during Russian attacks on southern Ukraine, underscoring the consistent danger posed to its territory.
The UK representative stressed that international humanitarian law unequivocally prohibits indiscriminate attacks and those expected to cause excessive civilian harm. He argued that Russia's aerial campaign flagrantly disregards these principles, repeatedly resulting in civilian casualties and damage to non-military targets. NATO has condemned Russia's reckless behaviour in both the Romanian and Moldovan airspace violations.
The UK statement to the OSCE underscored that every missile or drone launched near an international border creates an uncertain trajectory, risking airspace violations and potentially prompting military responses, such as the scrambling of aircraft. Such events escalate the danger of miscalculation. The UK advocates for enhanced European air and missile defence, surveillance, and coordination as necessary and proportionate defensive measures against a threat solely created by Russia's aggression. Ultimately, the UK affirmed that Russia's greatest contribution to European security would be to end its aggression, agree to an immediate ceasefire, and engage seriously in achieving a just and lasting peace.
