A small for-profit social housing landlord, Keystage CIC, has not met the Regulator of Social Housing’s (RSH) Governance and Financial Viability Standard, according to regulatory judgements published today, 9 September 2026.
The RSH began an investigation after Keystage CIC informed them in December 2025 of significant liquidity issues. The investigation found weaknesses in how the Luton-based landlord managed its financial risks and business planning.
Keystage CIC has appointed an interim Chief Executive and Finance Director and is making plans to become a subsidiary of another social landlord through a merger. The RSH will continue its engagement until the issues are addressed.
In other judgements, Leicestershire-based Melton Borough Council has had its consumer regulation grade upgraded to C1 from C2. Look Ahead Care and Support Limited received a first consumer grade of C2, a governance grade of G2, and a financial viability grade of V2. The RSH found that Look Ahead needs to improve health and safety compliance oversight, particularly regarding legal timescales for addressing hazards like damp and mould.
