The latest development in Europe's pursuit of enhanced long-range strike capabilities has taken a major step forward with the launch of 'ELSA Implementation Groups' (EIGs), representing a crucial turning point for European defence cooperation. As part of the European Long-Range Strike Approach (ELSA) initiative, first unveiled by six defence ministers – from the UK, France, Germany, Italy, Poland, and Sweden – two years ago, this shift signals a significant advancement in the ambition to equip European nations with critical conventional strike capabilities.
This collaboration, essential for contemporary warfare, aims to foster short- to long-term cooperation within the European defence industrial and technological base. The participating nations have been working together to identify key capabilities, categorising them into distinct clusters that cover the entire spectrum of long-range strike operations – from advanced sensors to various effectors and launch platforms.
Several clusters have matured sufficiently to operate as standalone EIGs, each led by one or more nations. These groups will focus on specific development and procurement projects, leveraging an established network of national experts. Notable areas include airborne early warning capabilities, long-range Suppression of Enemy Air Defences (SEAD), air-launched long-range strike capabilities, the Euro Multi Missile Launcher, and various ground-launched long-range strike systems spanning ranges from 300-500km, 500-2000km, and over 2000km, alongside low-cost, one-way-attack effectors.
The success of ELSA is attributed to its initial reliance on a smaller core of nations, which facilitated quick alignment of requirements and identification of achievable solutions. This 'incubator' approach has since enabled the expansion of cooperation projects, strengthening European defence in a critical domain. The Defence Ministers of the six founding nations have underscored that this transition marks a significant advancement in European cooperation, reaffirming their collective intention to enhance and rapidly acquire these vital capabilities.
