The OSCE Code of Conduct sets out a framework for the humane treatment of prisoners of war, and Colonel Rimmer's statement suggests that Russia's actions are in direct contravention of these principles.
The UK's criticism of Russia's treatment of POWs comes as tensions between the two countries continue to escalate. The Foreign Office has advised British nationals against all but essential travel to Russia, citing concerns over safety and security.
