A landmark deal has been struck between the UK and EU over Gibraltar's future, as the two parties sign a new treaty designed to safeguard British sovereignty and secure the territory's long-term economic prospects. The agreement, finalised in Brussels on 14 July 2026, brings an end to months of intense negotiations involving Minister of State for Europe, North America and the Overseas Territories Stephen Doughty, EU Commissioner Maroš Šefčovič, Chief Minister Fabian Picardo, and Spanish Foreign Minister Jose Manuel Albares.
The treaty is a crucial breakthrough in providing economic and trade certainty for Gibraltar's residents and businesses. Until now, Gibraltar was notably omitted from the broader UK-EU Trade and Cooperation Agreement following Brexit, sparking fears of a 'hard border' with Spain – which would have had far-reaching implications for the 15,000 individuals who cross the land border daily to work in Gibraltar.
The new treaty addresses these challenges by introducing practical solutions to avoid the need for burdensome checks and lengthy delays at the border. This move is expected to bring stability and open up fresh opportunities for trade and tourism – including flights – driving economic growth in the region. The Government of Gibraltar has been instrumental throughout the negotiations, with the treaty receiving unanimous backing from the Gibraltar Parliament.
Minister of State Stephen Doughty MP hailed the agreement as a major victory, stating that it delivers certainty for Gibraltar's residents and businesses while protecting British sovereignty. He acknowledged the critical role Gibraltar played in the two-year negotiation process and expressed the UK's unwavering support for the territory. The minister described the treaty as marking a new chapter in relations with the EU and Spain, one which will bring jobs, growth, and prosperity on both sides of the border.
The UK and EU aim to provisionally apply the agreement from 15 July 2026, allowing its practical benefits to take effect without delay. This immediate implementation is designed to provide swift relief and clarity for those impacted by border arrangements, paving the way for a more stable and prosperous future in Gibraltar.
