The Welsh government has committed to introducing new legislation to protect renters and address poor landlord practices. Cabinet Secretary for Housing Siân Gwenllian announced in the Senedd that the government will adopt a phased approach, starting with a new Renters Bill.

Ms Gwenllian stated that strengthening tenants' rights is a priority, aiming to ensure renters have safe, warm, secure, and affordable homes. She added that the first phase of the legislative programme will focus on better protecting tenants, tackling poor landlords, and making renting more secure.

The private rental sector accounts for approximately one in six households in Wales. The first Renters Bill is intended to gather necessary data on the rental situation across different areas of Wales, providing a foundation for subsequent legislation. The ultimate goal is to establish the right to an adequate home in Welsh law.

Propertymark, an industry body, has commented that regulation must balance raising standards with supporting landlords. They noted that regulation should provide value for money and avoid placing disproportionate costs on responsible landlords and agents, as such costs can increase property management expenses and impact tenants facing affordability challenges.
