The Athena Learning Trust, responsible for six secondary schools in Devon and Cornwall, has announced its intention to disband and transfer all its schools to other trusts. This decision follows a campaign by hundreds of parents and pupils who opposed the trust's strict disciplinary policies.
New discipline rules were introduced when Athena Learning Trust took over schools, including Camborne Science and International Academy, in January 2024. Pupils and former teachers reported policies such as limiting toilet visits during classes.
BBC Panorama spoke to nearly 100 individuals, including pupils, parents, and former teachers, who described the schools' management as "authoritarian" and "cruel." One student with ADHD stated, "You're constantly scared you're going to do something wrong." A former music teacher reported that strict discipline meant his lessons were taught in silence.
Kayley, a mother, believes her 14-year-old daughter Amelia became ill with serious infections due to not drinking water to avoid needing the toilet at Camborne. Amelia reportedly did not drink all day to prevent needing to use the toilet, which had strict rules regarding lesson-time visits.
Figures released by the trust show that Launceston College recorded around 1,000 instances per month of pupils being sent to "reflection" rooms between September 2025 and March 2026. Athena stated that trustees had "listened carefully to feedback" and recognised a "clear need for change."
