BTP officers referred to watchdog over Simon Levy case handling

The British Transport Police has referred two detectives to the policing watchdog regarding their involvement in the case of double killer and rapist Simon Levy.

The British Transport Police (BTP) has referred two of its detectives to the Independent Office of Police Conduct (IOPC) over their handling of the case involving double killer and rapist Simon Levy.

The voluntary referral relates to an investigation into two sexual assaults committed by Levy on the London Underground in October 2024. The BTP stated the referral was made in the public interest for independent scrutiny.

Levy, 40, was arrested in November 2024 for the Tube assaults and bailed, with his return to custody extended twice until May 2025. During this period, he committed multiple further sexual assaults on trains, a violent rape in January 2025, and murdered Carmenza Valencia-Trujillo, 53, in March 2025, and Sheryl Wilkins, 39, five months later.

The IOPC received the referral on 12 August, two days after Levy's sentencing. The families of the murder victims and the woman who survived the rape have been informed of the investigation. Two Metropolitan Police officers are also being investigated by the IOPC regarding their handling of the case.
