Family campaigns for car park safety changes after son's death

The family of 17-year-old Tom Combeer is advocating for increased safety measures in multi-storey car parks following his death in March 2025. Tom died after falling from a multi-storey car park in Guildford.

His parents, Andy and Liz Combeer, are supporting the Multi-Storey Car Parks Bill. This proposed legislation seeks to legally require an increase in perimeter edging from 1.1m to 2.7m and the provision of 24-hour on-site security at multi-storey car parks.

Guildford Borough Council has stated its commitment to improving safety. Since 2025, the council has implemented enhanced measures across its multi-storey car parks. These include upgraded CCTV, new alarm-triggered surveillance technology, increased patrols, and staff training. Interim fencing is currently being installed, with permanent full-height fencing progressing as a priority.

A government spokesperson has acknowledged Tom's story and expressed commitment to working with the Gabe's Law campaign and other experts. The aim is to explore changes to building rules and design standards to prevent similar tragedies.
