Former officer charged with rape and strangulation while on duty

A former police officer has been charged with two counts of rape and one count of non-fatal strangulation, according to the policing watchdog.

  • Rikki Hall, 33, faces charges including two counts of rape and one count of non-fatal strangulation.
  • The alleged offences occurred while he was on duty in Swansea city centre in February 2024.
  • He has also been charged with possession of a firearm and two counts of misconduct in public office.

A former police officer has been charged with allegedly raping and strangling a woman while on duty, the Independent Office for Police Conduct (IOPC) has stated. Ex-constable Rikki Hall, 33, faces two counts of rape and one count of non-fatal strangulation.

Mr Hall is accused of attacking the woman in Swansea city centre in February 2024 while he was on duty. He has also been charged with possession of a firearm and two counts of misconduct in public office.

The IOPC investigation began in February 2024 following a mandatory conduct referral from South Wales Police. Mr Hall resigned from South Wales Police during the investigation.
