A landlord, identified as Paul, has decided to return all tenant deposits during active tenancies. This decision stems from what he describes as encountering legal loopholes that allow tenants to delay and impede, resulting in stress and additional costs.
He expressed frustration with the current system, stating that rental agreements have become disjointed with additional required documents. The landlord also highlighted what he perceives as disproportionate punishment for landlords, even in cases where tenants experience no loss, such as a deposit not being placed into a scheme within 30 days but being available when needed.
The landlord believes that the interest earned by deposit protection schemes on tenant deposits is comparable to the total amount disputed by tenants, suggesting that deposit disputes are relatively few. He also stated that tenants would be better off with the interest on their own money and objects to the perceived pointlessness of additional "Prescribed information documents" which duplicate existing tenancy details.
