London councils recorded just under 100,000 instances of graffiti in 2025, according to Freedom of Information requests submitted by Neil O’Brien. This figure is considered a proxy for the number of instances cleaned rather than the total amount of new graffiti.
Despite the high number of recorded instances, only 77 Fixed Penalty Notices (FPNs) were issued for graffiti offences across London councils in the same year. Southwark accounted for over half of these, issuing 40 FPNs.
Twenty-one councils issued no FPNs at all, while Camden and Greenwich issued one and two respectively, neither of which generated revenue as they were unpaid. The City of London and Westminster confirmed they do not issue FPNs for graffiti.
Hackney recorded the highest number of graffiti instances with 13,613, followed by Kensington and Chelsea with 7,235, and Enfield with 6,149. In total, the 77 FPNs generated just over £10,000 in revenue.
