The hearing into the matter concluded nearly two years ago. Manchester City could still appeal the decision, but may face significant sanctions.
Former manager Pep Guardiola, who led the club from 2016 until earlier this year, had previously expressed his belief in the club's innocence and stated he would remain even if the club faced relegation. There is no suggestion Guardiola was aware of any alleged wrongdoing.
