New digital service launched for packaging EPR grants

A new digital service, Local Authority Payments (LAPs), has been launched to help UK local authorities manage information related to their Extended Producer Responsibility (EPR) for packaging grant payments.

Local authorities across the UK can now use the new Local Authority Payments (LAPs) service, developed by PackUK for the four UK nations. This digital service aims to provide a secure way for local authorities to access and manage information concerning their Extended Producer Responsibility (EPR) for packaging grant payments.

LAPs offers a centralised platform where local authorities can download notices of assessment, grant determination letters, and remittance documents. It also allows them to review and confirm grant payment details, request changes, and raise queries. Additionally, authorities can enrol and manage authorised users within their organisation.

The service was developed with input from local authorities, and testing in June and July 2026 highlighted its ease of use and ability to consolidate grant documents. Chief Executive Officers of each local authority will be invited to access LAPs, and a Head of Finance must be registered to confirm details for EPR for packaging grant payments.
