As of September 1, a new law in New York state mandates that hairdressers undertaking cosmetology studies must receive training across all hair types. This includes instruction on hair types ranging from the kinkiest to the straightest.
The legislation, signed by New York Governor Kathy Hochul, also requires cosmetology and natural hair styling classes to cover hair and scalp properties, along with care and styling techniques for textured hair. Students will need to demonstrate their competence in these areas during state licensing exams.
Assembly member Michaelle Solages, who sponsored the law, stated earlier this year that the aim is to ensure "equal access to service." Solages added that the changes will expand skills and service without increasing costs, as the new instruction is embedded into existing programmes.
Schools have had three years to prepare for the new law, which was signed in 2023. The number of hours required to obtain a license will remain unchanged. New Jersey also enacted similar legislation in January, expanding education on textured hair.
