In the year leading up to June 2026, 40.2% of homes assessed in England and Wales were found to be below Energy Performance Certificate (EPC) band C. The government estimates that upgrading privately rented homes to band C by 2030 will cost landlords a total of £9.9 billion.
The average expected cost per property for these upgrades is £5,387, with a cap set at £10,000. Regional data indicates that the East Midlands had the highest percentage of homes below a C rating, at 45.5%, followed by the South West at 44.4%.
At the district level, Tandridge recorded 63.5% of assessed homes below EPC band C, with Westmorland and Furness at 62.2% and North Norfolk at 61.2%.
