Pension Tax-Free Cash Rumours Circulate Ahead of October 28 Budget

Speculation regarding potential changes to pension tax-free cash allowances is circulating ahead of Chancellor John Healey's first Budget on October 28.

  • Rumours about cuts to tax-free pension cash have circulated before previous Budgets in October 2024 and November 2025, but no changes were made.
  • HMRC confirmed in December 2024 that returning tax-free cash to a pension pot does not restore the lifetime allowance.
  • The current lifetime lump sum allowance for tax-free cash is £268,275.

Rumours about potential changes to pension tax-free cash allowances are circulating ahead of Chancellor John Healey's first Budget, scheduled for October 28. Similar speculation has occurred before the Budgets in October 2024 and November 2025, with no changes to the rules on either occasion.

In December 2024, HMRC clarified that while money could be returned to a pension pot, any tax-free cash taken would still count against the lifetime allowance. The Financial Conduct Authority (FCA) has stated that taking tax-free cash does not grant a right to cancel the action.

The current lifetime lump sum allowance, which is the total amount that can be taken tax-free across all pensions, is £268,275. Once part of this allowance is used, it remains used.

What this means for you: If you are considering taking tax-free pension cash based on unconfirmed speculation, be aware that the decision may be irreversible and could impact your lifetime allowance.
