A police officer, Alan Greer, who was later exposed as a serial rapist, passed vetting checks to join Strathclyde Police in 2009 despite two previous reports of criminal behaviour against women on his record, according to BBC Disclosure.
Greer had been investigated by police in 2002 and 2005 for making inappropriate phone calls to women. One of these cases resulted in a formal police caution issued by the Metropolitan Police in 2005.
Police Scotland has confirmed that Strathclyde's vetting unit in 2009 was aware of Greer's 2005 police caution when he applied for the job. A partial paper vetting record for Greer exists and references the caution.
Craig Naylor, chief inspector for HM Inspectorate of Constabulary in Scotland, who led a review into Police Scotland vetting processes in 2023, stated that Greer should not have been accepted into the police at that point. He also indicated that Greer would not pass current vetting checks.
The recruitment and vetting process carried out by Strathclyde Police prior to Alan Greer joining in 2009 will form part of an independent and external review by the National Police Chiefs' Council.
