Syria's Attorney General, Hassan al-Turba, has announced a lawsuit against Hussam Luka, a former head of Syria's General Security Directorate (GSD) intelligence agency. Luka is accused of "premeditated murder, torture, and death resulting from torture."
Luka, known as "The Spider," was sanctioned by the UK, US, and European Union and is accused of orchestrating atrocities and systematic torture. He reportedly vanished in December 2024 when Bashar al-Assad was toppled.
Al-Turba stated that a warrant for Luka has been circulated domestically, and the administration is working to circulate it internationally and seek his extradition. The government is also working to track the location of other missing senior regime officials.
Luka's alleged actions in Homs, including his reported involvement in the 2015 Eid Massacre, led to his promotion. As head of the GSD, he had strategic control over Syria's detention policies.
