The £5 billion overhaul of the UK's fixed telecoms network is set to cause widespread disruption as customers face months of planned outages and service changes. But despite the challenges ahead, major telecoms providers have pledged to put customer safety first, with a new charter outlining their commitment to support vulnerable consumers.
This multi-decade upgrade will see the end of the old Public Switched Telephone Network (PSTN) and closure of telephone exchanges nationwide. The move is designed to bring faster, more reliable services, but it requires significant technical changes to existing infrastructure – and that means some customers may find it harder than others to adapt.
The Government and industry acknowledge that for the majority of consumers, these upgrades will proceed with little disruption. However, a new policy paper highlights the specific needs of those who require additional assistance during service changes or upgrades. This includes vulnerable individuals who might struggle to engage with their provider or cope with new technologies, ensuring their continued safety and access to essential services.
The updated signatory list for the charter now includes TalkTalk Communications Ltd, trading as PlatformX Communications (PXC), under the 'Network Operators and Wholesalers' category. Utility Warehouse has also joined the 'Communication Providers' signatory list, demonstrating a broader industry commitment to safety protocols during this complex transition.
The modernisation programme is crucial for future-proofing the UK's digital infrastructure, aligning with the Government's ambition for a fully connected nation. The charter's focus on customer protection aims to build confidence in the transition, ensuring that the benefits of modernisation are accessible to all – regardless of age or ability.
