Two housing associations upgraded by Regulator of Social Housing

Livin Housing Limited and Community Gateway Association Limited have both received C1 consumer upgrades from the Regulator of Social Housing.

  • Livin Housing Limited and Community Gateway Association Limited were upgraded from C2 to C1.
  • Amplius Living received C2, G1, and V2 gradings, with weaknesses noted in its repairs service.
  • Watford Community Housing Trust received an interim judgement of G1 and V2 following a merger.

Two housing associations, Livin Housing Limited and Community Gateway Association Limited, have been upgraded to C1 consumer gradings by the Regulator of Social Housing (RSH) today. Both associations were previously graded C2.

Livin Housing, based in County Durham, demonstrated a stronger understanding of its homes' condition and improved its monitoring, repair planning, and resident engagement since its November 2024 inspection. Community Gateway, located in Preston, Lancashire, showed strengthened health and safety management, improved governance, and better communication with tenants since its July 2025 inspection.

In other judgements, Amplius Living, based in Milton Keynes, received C2, G1, and V2 gradings. The RSH found weaknesses in its repairs service, including issues with service quality and communication, and challenges in meeting new legal requirements for damp and mould. Amplius is addressing these issues.

Hertfordshire-based Watford Community Housing Trust received an interim judgement of G1 governance and V2 financial viability. This interim judgement follows its merger with Thrive Homes in June 2026, with the RSH yet to assess the merged entity against consumer standards.

Why this matters: The RSH's consumer standards and inspections aim to drive improvements in the social housing sector, ensuring landlords maintain safe, decent homes and respond effectively to issues.

What this means for you: If you are a tenant of Livin Housing or Community Gateway, these upgrades indicate improvements in how your housing association manages and maintains homes and communicates with residents. If you are a tenant of Amplius Living, the RSH has identified weaknesses in repairs and communication that the association is working to address.
