The United Kingdom and Ukraine have announced a new Artificial Intelligence (AI) Partnership, outlined in a Joint Declaration of Intent signed by the President of Ukraine and the Prime Minister of the United Kingdom. The partnership aims to develop next-generation, AI-enabled armed forces by leveraging engineering, industry, academic capacity, and defence organisations' expertise.
This collaboration seeks to accelerate the development and deployment of AI-enabled military capabilities, strengthening Ukraine's battlefield advantage and supporting the creation of AI-driven armed forces. The initiative will combine Ukraine's operational experience with the UK's technological, industrial, and research strengths.
Cooperation will be structured around three pillars: government-to-government collaboration on models, data, and assurance; industry coordination for developing and deploying AI-enabled capabilities; and academic and research efforts focusing on autonomy, AI assurance, cyber security, and synthetic data. The partnership will operate on a pilot-first basis, prioritising existing practical cooperation, with further arrangements anticipated within the next few months.
The declaration reflects a shared political intent and does not create legally binding obligations.
